Uzbek Arbitration Week 2024: A New Era for International Dispute Resolution

The Uzbek Arbitration Week, now in its fourth year, is unfolding in Tashkent with grand ambition. Hosted by the Tashkent International Arbitration Centre (TIAC) and the Chamber of Commerce and Industry of Uzbekistan, this year’s theme is “Putting Uzbekistan on the Global Arbitration Map.” The event, running from September 8 to 13, 2024, is a showcase of Uzbekistan’s growing influence in international arbitration.

Day 1: A Flourishing Start

The week kicked off at the lush Tashkent Botanical Garden, setting a vibrant tone for what’s to come. Diana Bayzakove, a prominent figure at TIAC, opened the event with a vision of global unity and collaboration, highlighting Uzbekistan’s commitment to establishing itself as a significant player in international arbitration. She emphasized the country’s role in building connections and setting new standards in the field.

Day 2: Global Perspectives and Innovations

The focus on September 9 was on Uzbekistan’s positioning as a preferred venue for international arbitration, particularly in the CIS region. Islombek Rustambekov, Acting Director of State National University, discussed TIAC’s strategic goals and its partnership with the Ministry of Justice to enhance the country’s arbitration landscape.

Joe Liu, a member of the TIAC Court of Arbitration, delivered a keynote address that critiqued the rigidity of current arbitration procedures. He advocated for a more tailored approach, emphasizing the need for adaptability to specific cases rather than rigid adherence to procedural templates. Liu outlined strategies for effective issue determination, including early identification and appropriate procedural setting.

Regional Collaborations and Innovations

A highlight of the week is the exploration of regional collaborations, notably between TIAC and the Hong Kong International Arbitration Centre (HKIAC). Speakers like Alexey Anischenko and Victoria Khanseimaylo discussed the benefits of this partnership, including streamlined arbitration processes and the development of cross-institutional rules designed to enhance international arbitration in the region.

Khanseimaylo detailed the regulatory framework governing the collaboration, highlighting Hong Kong’s robust arbitration laws and the mutual benefits of this international partnership. The discussion also covered procedural advancements and how these rules aim to expedite arbitration while maintaining high standards of confidentiality and due process.

Future Outlook

Dilfuza Akramova from TIAC shared insights into the Centre’s progress since its inception in 2019. With partnerships spanning across multiple countries, TIAC is rapidly gaining traction in the global arbitration sphere. Akramova emphasized the Centre’s role in fostering high-quality arbitration and attracting foreign investment, particularly in high technologies.

Alexey Anischenko and Aigoul Kenjebaeva further discussed the evolving trends in international commercial arbitration, including the nationalization of arbitration practices and the increasing influence of arbitration practitioners. The week’s discussions reflect a dynamic shift towards greater innovation and collaboration in the field.
