Kollam’s Digital Justice Revolution: India Unveils First 24/7 Online Court

In a groundbreaking move to modernize the judicial system, Kerala’s Kollam district has become the epicenter of a transformative legal initiative with the launch of India’s first 24/7 online court. This pioneering project, dubbed ‘24×7 ON Court,’ is set to tackle cheque bounce cases under Section 138 of the Negotiable Instruments Act, 1881.

Approved through a Kerala government notification on November 17, 2024, the Special Court of Judicial Magistrate of First Class in Kollam is designed to alleviate case backlogs and provide around-the-clock access to justice.

The initiative was inaugurated by a Supreme Court judge earlier this year, who highlighted the court’s potential to seamlessly integrate technology into India’s judicial processes. It allows litigants to file cases at any hour, monitor their progress in real time, and streamline the transfer of documents—all without the constraints of traditional court schedules.

A Paperless Judiciary: Speed Meets Efficiency

As a cornerstone of Kerala’s push for a digital judiciary, the 24×7 ON Court leverages cutting-edge tools to reduce delays and simplify access to legal resources. Equipped with advanced systems for virtual hearings, digital case management, and electronic fee payments, the court eliminates the need for in-person visits. Summons and communications are dispatched via digital platforms like the iCops system, ensuring speed and transparency.

Key features include:

  • E-filing: Litigants and advocates can submit documents and applications remotely.
  • Virtual Hearings: Hybrid participation options accommodate both physical and virtual attendance.
  • Real-Time Case Tracking: A smart interface updates users on case progress and schedules.

Bridging Gaps in Justice Delivery

This innovation addresses a critical issue: over 10% of India’s pending cases involve cheque bounces. By adopting a fully digital framework, the initiative not only promises faster resolutions but also reduces the dependency on paper documentation.

The platform is designed with user-friendly tools like assisted filing and automatic error correction, empowering legal professionals to work efficiently while minimising mistakes.

To ensure smooth adoption, training programs are being conducted for lawyers, making this digital leap accessible to all stakeholders.
