Karnataka High Court quashes sub-inspector’s rowdy-sheet intimation

The Karnataka High Court quashed a sub-inspector’s intimation that a rowdy sheet would be opened against Manjunath Krishnappa Dalawai, holding that the officer could not exercise that power independently.

Judge / Bench — Justice M.G.S. Kamal.

The 17 October 2026 order in W.P.106261/2026 (2026:KHC-D:17446) explained that prior orders from the Superintendent of Police or an authorised Sub-Divisional Police Officer are mandatory. A proposal notice must offer a genuine opportunity to respond. The court directed the State to issue instructions or a circular to police stations and apply the B.S. Prakash safeguards accordingly.

Advocates appearing — Petitioner: Kushal N.K., Advocate. Respondents: Prashanth V. Mogali, High Court Government Pleader.
