Telangana High Court orders return of withheld academic certificates

The Telangana High Court ordered a college to return Kolakatla Shravan Kumar’s original academic certificates within one week of receiving its order, rejecting their retention as security for unpaid fees.

Judge / Bench — Justice Juvvadi Sridevi.

Allowing W.P.35481/2026 on 5 November 2026, the court held that the certificates belonged exclusively to the graduate. Without statutory authority, the college could not withhold them even if money was due; recovery required lawful proceedings. The petition described difficulties participating in postgraduate medical counselling. Respondents 3 and 4 were directed to release the documents; no costs were awarded.

Advocates appearing — Petitioner: P. Bosu Babu. Respondent 1: Swapna Madhuri, Assistant Government Pleader, Medical and Health. Respondent 2: T. Sharat, Standing Counsel, Kaloji Narayana Rao University of Health Sciences. Respondents 3–4: unrepresented despite notice.
