Name-Change Circular Provides Guidance For High Court Employee’s Administrative Request

A Division Bench of the Jammu & Kashmir and Ladakh High Court directed the Registrar General to decide an employee’s request to change his name in service records, considering the Government’s 2023 name-change guidelines.

Judge / Bench — Hon’ble Mr. Justice Sanjay Dhar and Hon’ble Mr. Justice Shahzad Azeem, Judges

Those guidelines were not automatically applicable to High Court employees but supplied a relevant framework involving a formal deed, publication, Aadhaar authentication and record verification. Because the administrative side had not taken a final decision, the Bench refrained from deciding whether correction of the matriculation certificate could be insisted upon. It required an expeditious decision, preferably within two months, preserving a fresh challenge if necessary. The order thus requires consideration of an identified framework; it does not itself approve the name change or resolve the competing documentary requirements.
