Kerala HC Cracks Down on Unauthorized Flex Board Outside Secretariat

The Kerala High Court has ordered a specialized investigation into the illegal erection of a massive flex board outside the State Secretariat in Thiruvananthapuram, allegedly orchestrated by the Kerala Secretariat Employees Association (KSEA). Justice Devan Ramachandran expressed disbelief at the blatant disregard for repeated judicial orders prohibiting such installations.

“This Court is unable to comprehend how, after multiple orders, anyone has the audacity to erect a board or flag, especially one of such reported magnitude,” Justice Ramachandran remarked.

The contentious flex board, which prominently featured Chief Minister Pinarayi Vijayan’s image and advertised a Jubilee event, was reportedly installed by KSEA members, some of whom hold high-ranking government positions. Following intense public scrutiny, the Thiruvananthapuram Corporation swiftly dismantled the structure.

In response to a report by an amicus curiae, the Court directed the State Police Chief to assemble a special investigation team (SIT) to determine the identities of those involved, including any printing or advertising agencies that facilitated the installation.

The Court emphasized that involvement by KSEA officials, who include senior civil servants, would constitute a violation of both government orders and judicial directives. Disciplinary and legal actions were suggested as likely outcomes for those found culpable.

Commending the Corporation for its prompt action, the Court requested a detailed report on penalties imposed, fines collected, and the disposal of the dismantled materials. It also instructed the Government Pleader to update the Court on measures against the violators by the next hearing, scheduled for January 22.

The unauthorized hoarding has sparked a larger conversation about accountability within government bodies, highlighting a clear clash between institutional authority and judicial enforcement.
