Kerala HC Summons CPI(M) Leader Over Roadblock Contempt Case

The Kerala High Court has directed CPI(M) State Secretary MV Govindan to appear in person on February 12 in a contempt of court case linked to a political gathering that obstructed a public road in Thiruvananthapuram.

The case, filed by N Prakash, alleges defiance of a 2010 ruling that banned public meetings on roads and road margins. A division bench, comprising Justices Anil K Narendran and Muralee Krishna S, considered Govindan’s plea for exemption due to a party conference in Thrissur from February 9 to 11. While the court granted relief for February 10, it made Govindan’s presence mandatory on February 12 at 4 PM.

Prakash’s petition claims CPI(M) members erected a stage on a road near the Vanchiyoor Court Complex, causing disruptions and infringing on fundamental rights, particularly the right to free movement. He also accused state authorities, including the Police Chief and Chief Secretary, of failing to enforce prior court directives.

The court, having reviewed video evidence, reaffirmed that public roads must remain unobstructed and held authorities accountable for ensuring compliance. It stressed that such blockades force pedestrians and emergency vehicles into unsafe conditions.

While granting Govindan temporary relief, the court underscored that he must personally appear for further proceedings on February 12.
