In Civil Appeals, Supreme Court held that bidder lacked mandatory specialised experience of collecting user charges/parking fees under Clause 9(c)(a); cattle-fair experience and unsubstantiated experience of other firms were insufficient. Tender authority’s interpretation was patently arbitrary and dehors the DNIT; High Court rightly exercised judicial review. Appeals dismissed. Date of Judgement: 21 September 2026.
