Mumbai’s ₹229-Crore Jetty Project Near Gateway of India: Supreme Court Passes the Baton to High Court

The Supreme Court has stepped aside from the heated debate swirling around the ₹229-crore passenger jetty being built near Mumbai’s iconic Gateway of India. With the Bombay High Court already in the driver’s seat on this issue, the apex court chose not to intervene, urging the lower court to settle the matter swiftly—ideally before the monsoon waters rise.

At the heart of the controversy lies a tug-of-war between heritage preservation advocates and proponents of urban infrastructure expansion. Local residents and heritage groups have voiced concerns, painting the project as an elitist enclave that could erode the historic character of the seafront. Their criticisms focus on the inclusion of VIP lounges and a sprawling parking space for 150 vehicles, which they say will cater to celebrity yachts and private ferries rather than the general public.

Representatives for the petitioners described the jetty as an exclusive haven aimed at ferrying privileged visitors to private parties in nearby coastal spots. On the flip side, the Maharashtra government’s legal team firmly rebutted these claims, emphasizing the jetty’s role as vital public infrastructure to support daily commuters.

Chief Justice BR Gavai highlighted a familiar urban dilemma: opposition to public projects often springs from a “not in my backyard” mindset. Residents want progress, but not when it lands too close to their doorstep. Drawing on examples like the coastal road linking South Bombay to Versova, he underscored how essential infrastructure projects can unlock broader connectivity—even if they face initial resistance.

With the Bombay High Court scheduled to resume hearings on June 16, the Supreme Court’s message was clear—let the state judiciary take the lead and reach a verdict promptly. Meanwhile, construction continues, as the High Court had previously declined to halt ongoing piling work.

The next chapter in this clash of heritage versus development awaits Mumbai’s High Court, with the monsoon season deadline adding urgency to an already charged debate.
